When watching this video, it should be noted that the Farming Rules for Water make it a statutory requirement that land managers plan applications of fertilisers and organic manures and take reasonable precautions to prevent and reduce agricultural diffuse pollution. This presentation sets out the details of the Secretary of State’s Statutory Guidance on the approach the Environment Agency should take when enforcing the regulations on the use of organic manure and manufactured fertiliser on agricultural land.  If land managers are operating within the terms of this guidance, then the Environment Agency will not normally take enforcement action, but enforcement of individual cases remains a matter for the Environment Agency to determine based on their specifics of the case. The Secretary of State’s Guidance does not change the law. To be fully compliant land managers should only spread crop available nutrients at a time of immediate crop uptake
